Not every request should become a project. WPR evaluates the economic value, execution burden, payment path, strategic benefit, and opportunity cost before committing resources.
The form captures the buyer, desired WPR role, procurement/funding path, budget, timing, confidentiality posture, requested outcome, and preferred next step. Successful submissions are designed to become persistent WPR Command records rather than disappear into an inbox.
