WPR can participate as prime, subcontractor, research partner, technical integrator, commercialization partner, or resource-sharing counterparty. The structure should follow the economics and execution burden.

If the relationship adds no credible route to revenue, funded work, capability, resource leverage, or strategic position, WPR should not spend leadership time maintaining it.

Demonstrate network strength without overstating or disclosing a sensitive relationship.
NDA, proposal-sensitive, unpublished, or otherwise confidential relationships remain internal.
